Usage: NOTE WALLOPS [&<passwd>] [+|-<flags>] [+|-<maxtime>]
		<nick!user@host> <msg>
  WALLOPS is an alias for USER +BRW (default max 1 day)
  This command is same as WALL, except only opers could receive it.

  This functionality may be restricted to IRC operators.
